Note: In some of these Orders In Council, mention is made of a physical
measurement, usually a length or distance, or an area, which is given in
Imperial units, the measurement system in general use in Canada until the
1970s.  The Imperial system was abandoned some decades ago, and these
obsolete units of measure are now unfamiliar to a considerable proportion
of the population.  As time goes by, more and more people will be uncertain
of the correct interpretation or translation of Imperial into modern measures.
To assist the reader's understanding, where Imperial measures occur in the
text, immediately following I have inserted, in [square brackets] the modern
equivalent.  For example, 13,604 square feet [1264 square metres].

It should be understood that these insertions are not part of the original text.

The Governor in Council on the report and recommendation of the Minister of Finance dated August 26, 1996, pursuant to Sections 27 and 92 of Chapter 17 of the Acts of 1995-96, the Revenue Act, is pleased to amend the Revenue Act Regulations respecting:
      (a) "800" telephone service; and
      (b) rebate claims made by a contractor who incorporates tangible personal property into a structure, building or fixture located on a reserve in the manner set forth in Schedule "A" attached to and forming part of the report and recommendation, effective on, from and after September 10, 1996.

      (a) Order in Council 96-386 dated May 28, 1996; by:

(i) striking out "77" in the third line of Section 1 of Schedule "A" and substituting "76",
(ii) striking out "77" in the first line of Section 2 of Schedule "A" and substituting "76", and
(iii) striking out "77" in the second line of clause 3(d) of Schedule "A" and substituting "76";

      (b) Order in Council 96-396 dated June 4, 1996; by:

(i) striking out "81" in the third line of Section 1 of Schedule "A" and substituting "80",
(ii) striking out "81" in the first line of Section 2 of Schedule "A" and substituting "80", and
(iii) striking out "81" in clause 3(b) of Schedule "A" and substituting "80";

The Governor in Council on the report and recommendation of the Minister of Transportation and Public Works dated August 16, 1996, pursuant to Section 26 of Chapter 371 of the Revised Statutes of Nova Scotia, 1989, the Public Highways Act, is pleased to approve of the Minister entering into an agreement with the Town of Digby relating to work on certain highways within the Town, which work is specified in Construction Agreement No. 27-O, dated June 27, 1996, set forth in Schedule "A", the location of which is set forth on a Plan marked Schedule "B", both Schedules being attached to and forming part of the report and recommendation.

The Governor in Council on the report and recommendation of the Minister of Transportation and Public Works dated August 20, 1996, pursuant to Chapter 156 of the Revised Statutes of Nova Scotia, 1989, the Expropriation Act, is pleased to approve the expropriation by Her Majesty the Queen in the Right of the Province of Nova Scotia, of land situate, lying and being at or near the Districts from Thomson Station to Sutherland Lake, Cumberland County, and being more particularly described in Schedule "A" and shown outlined in red on a plan marked Schedules Bl, B2, B3, B4, B5, B6, B7, B8, B9, B10, B11, B12, B13, B14, B15, B16, B17, B18, B19, B20, B21, B22, B23A, B23, B24, B25, B26 and B27, which schedules are attached to and form part of the said report and recommendation of the Minister of Transportation and Public Works, and saving and excepting and reserving those properties identified at p. 21 of Schedule "A", the said expropriation being for a public purpose; namely, for the purpose of a public highway.

The Governor in Council on the report and recommendation of the Minister of Transportation and Public Works dated August 20, 1996, pursuant to Section 18 of Chapter 371 of the Revised Statutes of Nova Scotia, 1989, the Public Highways Act, is pleased to:
      (a) extinguish the right of the public to use that portion of the public highway system containing 8,010 square feet [744 square metres] and 13,604 square feet [1264 square metres], more or less, situate at or near Guysborough, Guysborough County, and more particularly described in Schedule "A" as Parcel "E" and Parcel "B" and shown outlined in red on Schedule "B", which Schedules are attached to and form part of the report and recommendation;
      (b) convey the said lands to Anita Foley of Guysborough, Guysborough County, for the price of $3,250.00; and
      (c) authorize the Minister of Transportation and Public Works to make and execute a Deed of Conveyance in such form as the Minister determines.

The Governor in Council on the report and recommendation of the Minister of Transportation and Public Works dated August 20, 1996, pursuant to Section 80 of Chapter 156 of the Revised Statutes of Nova Scotia, 1989, the Expropriation Act, is pleased to:
      (a) lease certain lands containing 96,445 square feet [8960 square metres], more or less, situate at or near Sackville Heritage Park, Halifax Regional Municipality, and more particularly described in Schedule "A" and shown outlined in red on Schedule "B" attached to and forming part of the report and recommendation;
      (b) lease the said lands to Halifax Regional Municipality, for ninety-nine years at a rent of $1.00 per annum; and
      (c) authorize the Minister of Transportation and Public Works to make and execute a lease in such form as the Minister determines.

The Governor in Council on the report and recommendation of the Minister of Transportation and Public Works dated August 20, 1996, pursuant to Section 18 of Chapter 371 of the Revised Statutes of Nova Scotia, 1989, the Public Highways Act, is pleased to:
      (a) extinguish the right of the public to use that portion of the public highway system containing 13,092 square feet [1216 square metres], more or less, situate at or near Guysborough, Guysborough County and more particularly described as Parcel "A" in Schedule "A" and shown outlined in red on Schedule "B" which Schedules are attached to and form part of the report and recommendation;
      (b) convey the said lands to Anthony Purcell and Catherine Kelly of Lunenburg, Lunenburg County, for the price of $2,000.00; and
      (c) authorize the Minister of Transportation and Public Works to make and execute a Deed of Conveyance in such form as the Minister determines.

The Governor in Council on the report and recommendation of the Minister of Education and Culture dated August 7, 1996, and pursuant to Section 146 of Chapter 1 of the Acts of 1995-96, the Education Act, is pleased to amend the regulations made pursuant to Section 146 of the Education Act respecting grants for educational purposes, in the manner set forth in Schedule "A" attached to and forming part of the report and recommendation.

The Governor in Council on the report and recommendation of the Minister of Education and Culture dated August 20, 1996, pursuant to Section 88 of Chapter 1 of the Acts of 1995-96, the Education Act, is pleased to:
      (a) strike out "91-196" respecting the approval of $1,200,000.00 for Chester District High School as outlined in Schedule "A" attached to and forming part of the report and recommendation referred to in Order in Council 96-325, dated May 7, 1996 and substitute "91-296"; and
      (b) confirm the approval, by the Governor in Council by Order in Council 96-325, in which the Governor in Council approved the additional funding authority for the 19 projects as outlined in Schedule "A" attached to and forming part of the report and recommendation to the Order in Council.

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated August 15, 1996, pursuant to Order in Council 81-1099 dated September 1, 1981, and to Chapter 235 of the Revised Statutes of Nova Scotia, 1989, the Interpretation Act, and all other power and authority in him vested, is pleased to:
      (a) effective August 15, 1996, approve the nomination, election and appointment of Robert P. Moody, as a Director of Nova Scotia Resources Limited; and
      (b) authorize the Minister of Natural Resources to enter into an Indemnification Agreement in favour of Robert P. Moody as a Director of Nova Scotia Resources Limited, its subsidiaries and affiliates substantially in the form set forth in Schedule "A" attached to and forming part of the report and recommendation.

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated August 22, 1996, pursuant to clause 19(f) of Chapter 235 of the Revised Statutes of Nova Scotia, 1989, the Interpretation Act, is pleased to amend Order in Council 93-279 dated March 16, 1993, which approved a lease of land together with a right of way at Milton, Queens County, in favour of the Province of Nova Scotia by:
      (a) removing Schedule "B" attached to and forming part of the report and recommendation to Order in Council 93-279 and replacing it with Schedule "C" attached to and forming part of the report and recommendation;
      (b) striking out "B" in line 4 of paragraph (a) and replacing it with "C";
      (c) striking out paragraph "b"; and
      (d) striking out "(c)" at the beginning of line 15 of the Order and replacing it with "(b)".

The Governor in Council on the report and recommendation of the Minister of Labour dated August 22, 1996, pursuant to clause 41(c) of Chapter 10 of the Statutes of Nova Scotia, 1994-95, the Workers' Compensation Act, is pleased, effective on, from and after January 1, 1997, to:
      (a) determine that the percentage for purposes of clause 41(c) of the Act is 152%; and
      (b) amend the Workers' Compensation General Regulations made by Order in Council 96-59, dated January 31, 1996, by striking out the number and symbol "150%" where it appears in subsections 22(2) and 22(3), and substituting the number and symbol "152%".

The Governor in Council on the report and recommendation of the Minister of Labour dated August 22, 1996, pursuant to subsection 4(2) and Section 7 of Chapter 246 of the Revised Statutes of Nova Scotia, 1989, the Labour Standards Code, is pleased to amend regulations made by Order in Council 90-1321, dated November 13, 1990, in the manner set forth in Schedule "A" attached to and forming part of the report and recommendation, effective on, from and after October 1, 1996.

The Governor in Council on the report and recommendation of the Minister of Labour dated August 28, 1996, pursuant to Section 52 of Chapter 320 of the Revised Statutes of Nova Scotia, 1989, the Occupational Health and Safety Act, is pleased to:
      (a) revoke clause "c" of Order in Council 88-111 dated February 2, 1988, respecting First Aid Regulations effective on, from and after January 1, 1997;
      (b) revoke Order in Council 79-926, dated July 24, 1979, approving First Aid Regulations made by the Workers' Compensation Board, effective on, from and after September 10, 1996; and
      (c) make regulations respecting first aid in workplaces in the form set forth in Schedule "A", attached to and forming part of the Report and Recommendation, effective on, from and after January l, 1997.

The Governor in Council on the report and recommendation of the Minister responsible for the Nova Scotia Economic Renewal Agency, dated September 4, 1996, to the Minister of Finance pursuant to Sections 2, 9, 13, 16 and 17 of Chapter 49 of the Revised Statutes of Nova Scotia, 1989, as amended, the Business Development Corporation Act, and on the report and recommendation of the Minister of Finance pursuant to subsection 59(4) of Chapter 365 of the Revised Statutes of Nova Scotia, 1989, the Provincial Finance Act, is pleased to:
      (a) authorize financial assistance to A.F.T. Sawmill Limited of Meteghan River, Digby County, by way of a guarantee, to a chartered bank, in such form as the Attorney General may approve, in an amount not to exceed One Hundred Fifty Thousand Dollars ($150,000.00), to assist the Company in arranging a Three Hundred Thousand Dollar ($300,000.00) operating line of credit, substantially on the terms and conditions negotiated by the Nova Scotia Business Development Corporation which are set forth in Schedule "A" attached to and forming part of the report and recommendation;
      (b) authorize the Nova Scotia Business Development Corporation to execute the Guarantee and such other agreements and instruments as may be required to give effect to this Order.

      (a) designate Elaine Gibson of Halifax, Halifax Regional Municipality as Chair of the Review Board for all facilities under the said Act for a term of office of one year commencing July 27, 1996 and ending July 26, 1997;
      (b) designate Dr. Harry Poulos of Dartmouth, Halifax Regional Municipality as Vice-Chair of the Review Board for all facilities under the said Act for a term of office of one year commencing July 27, 1996 and ending July 26, 1997; and
