Note: In some of these Orders In Council, mention is made of a physical
measurement, usually a length or distance, or an area, which is given in
Imperial units, the measurement system in general use in Canada until the
1970s.  The Imperial system was abandoned some decades ago, and these
obsolete units of measure are now unfamiliar to a considerable proportion
of the population.  As time goes by, more and more people will be uncertain
of the correct interpretation or translation of Imperial into modern measures.
To assist the reader's understanding, where Imperial measures occur in the
text, immediately following I have inserted, in [square brackets] the modern
equivalent.  For example, 0.967 acres [3910 square metres].

It should be understood that these insertions are not part of the original text.

The Governor in Council on the report and recommendation of the Minister of Justice dated May 10, 1996, pursuant to Sections 4 and 7 of Chapter 418 of the Revised Statutes of Nova Scotia, 1989, the Securities Act, is pleased to:
      (a) appoint Kiki Kachafanas of Sydney, Cape Breton Regional Municipality, as a member of the Nova Scotia Securities Commission for a term of office of one year commencing June 4, 1996;
      (b) determine the salary of Kiki Kachafanas to be $28,000.00 per annum; and
      (c) order that the Commission shall defend, negotiate, or settle claims or charges made against her and indemnify her from personal liability provided, however, that any claim arising out of her activities in relation to the appointment is not based on fraud or criminal activities.

The Governor in Council on the report and recommendation of the Minister of Finance dated May 16, 1996, pursuant to Section 10 of Chapter 70 of the Revised Statutes of Nova Scotia, 1989, the Civil Service Act, is pleased to rescind, effective June 4, 1996, Order in Council 92-581 dated June 2, 1992, regarding the appointment of the Controller in the Department of Finance as Acting Deputy Minister of Finance in the absence of the Deputy Minister.

The Governor in Council on the report and recommendation of the Minister of Finance, with the advice of the Minister of Fisheries, dated May 8, 1996, pursuant to subsection 59(4) of Chapter 365 of the Revised Statutes of Nova Scotia, 1989, the Provincial Finance Act, is pleased to:
      (a) authorize financial assistance to Christopher B. Snow of Sheet Harbour, Halifax Regional Municipality, by way of a guarantee to a chartered bank in such form as the Attorney General may approve in an amount not to exceed $17,100.00 in support of an operating line of credit for $19,000.00, on terms and conditions determined by the Nova Scotia Fisheries Loan Board and set out in Schedule "A" attached to and forming part of the Report and Recommendation; and
      (b) authorize the Nova Scotia Fisheries Loan Board to execute such guarantee and such other agreements and instruments as may be required to give effect to this Order.

      (a) revoke the appointments of the following persons as members of the Radiation Health Advisory Committee, which appointments were made by Order in Council 82-92 dated January 26, 1982:

The Governor in Council on the report and recommendation of the Minister of Transportation and Public Works dated May 27, 1996, and pursuant to Section 10 of Chapter 156 of the Revised Statutes of Nova Scotia, 1989, the Expropriation Act, is pleased to amend Order in Council 96-313 dated April 30, 1996, respecting the expropriation by the Province of land at or near the District of Limerock, Pictou County, by deleting Schedules "A" and "B" and replacing them with Schedules "A" and "B" attached to and forming part of the report and recommendation.

The Governor in Council on the report and recommendation of the Minister of Transportation and Public Works dated May 16, 1996, pursuant to Section 18 of Chapter 371 of the Revised Statutes of Nova Scotia, 1989, the Public Highways Act, is pleased to:
      (a) extinguish the right of the public to use that portion of the public highway system containing 3,283 square feet [305 square metres], more or less, situate at or near Guysborough, Guysborough County, and more particularly described in Schedule "A" and shown on Schedule "B", both Schedules being attached to and forming part of the report and recommendation;
      (b) convey the said lands to the Municipality of the District of Guysborough, Guysborough County, for the price of $498.75; and
      (c) authorize the Minister of Transportation and Public Works to make and execute a Deed of Conveyance in such form as the Minister determines.

The Governor in Council on the report and recommendation of the Minister responsible for the administration of the Liquor Control Act dated May 14, 1996, pursuant to Section 12 of Chapter 260 of the Revised Statutes of Nova Scotia, 1989, the Liquor Control Act, is pleased to:
      (a) approve of the offering for sale by the Nova Scotia Liquor Commission of certain lands on which the Hollis Street Liquor Commission building is situate in the Halifax Regional Municipality, more particularly described in Schedule "A" attached to and forming part of the report and recommendation, subject to the Governor in Council approving the terms and conditions of any proposed sale of the lands; and
      (b) authorize the Chief Commissioner and the General Manager of the Nova Scotia Liquor Commission to execute any agreement and related documentation on behalf of the Nova Scotia Liquor Commission respecting the offering for sale and the proposed sale of the lands but this authorization does not include the execution of any deeds or other title documentation related to any proposed sale of the land.

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated May 17, 1996, pursuant to clause 16(1)(a) of Chapter 114 of the Revised Statutes of Nova Scotia, 1989, the Crown Lands Act, is pleased to approve the issuance of a grant or deed by the Minister of Natural Resources to convey to the Cumberland District Planning Commission:

(a) a parcel of Crown land containing 577 acres [234 hectares], more or less, situate at Little Forks, Cumberland County, and shown outlined in yellow on the sketch marked Schedule "A", attached to and forming part of the report and recommendation for the consideration of $1.00; and
(b) a parcel of Crown land containing 125 acres [51 hectares], more or less, situate at Little Forks, Cumberland County, and shown outlined in blue on the sketch marked Schedule "A" attached to and forming part of the report and recommendation for its appraised market value as determined by an accredited appraiser, the exact acreage to be determined by survey;

and to authorize the Minister of Natural Resources to execute such documents as may be necessary to achieve the purposes of this Order.

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated May 24, 1996, pursuant to clause 16(1)(c) of Chapter 114 of the Revised Statutes of Nova Scotia, 1989, the Crown Lands Act, is pleased to approve Petition No. 35583 and to transfer to Her Majesty the Queen in right of Canada, the administration and control of a parcel of Provincial Crown land and land covered by water containing an area of 22,450 square feet [2086 square metres], more or less, situate at Nyanza, Victoria County, for marine and related purposes, the said parcel of Provincial Crown land and land covered by water being more particularly described in Schedule "A" and marked as Parcel "95-1" and shown outlined in red on the plan marked Schedule "B", both Schedules being attached to and forming part of the report and recommendation, at no cost, and to authorize the Minister of Natural Resources to execute such documents as may be necessary to achieve the purpose of this Order.

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated May 24, 1996, pursuant to clause 16(1)(a) of Chapter 114 of the Revised Statutes of Nova Scotia, 1989, the Crown Lands Act, is pleased to approve the issuance of a lease by the Minister of Natural Resources of a parcel of submerged Crown land containing 22,082 square feet [2051 square metres], more or less, situate at Marriots Cove, Lunenburg County, as described in Schedule "A" and shown outlined in red on the plan marked Schedule "B", both Schedules being attached to and forming part of the report and recommendation, to Sealand Industries Limited, a body corporate with head office at Marriots Cove, Lunenburg County, for the purpose of operating and maintaining a marina and for no other purpose, for a term of five (5) years at an annual rent of Five Hundred and Thirty-Six Dollars and Twenty-Five Cents ($536.25), with the right to renew the lease for a further five (5) year term at a rent to be fixed by the Lessor, provided that the Lessee has satisfactorily complied with the terms and conditions of the lease.

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated May 24, 1996, pursuant to clause 16(1)(c) of Chapter 114 of the Revised Statutes of Nova Scotia, 1989, the Crown Lands Act, is pleased to approve Petition No. 35534 and to transfer to Her Majesty the Queen in right of Canada, the administration and control of two parcels of Provincial Crown land containing an area of 33.514 hectares, more or less, situate at Mill Cove, Lunenburg County, for the management of existing holdings in the area, the said parcels of Provincial Crown land being more particularly described in Schedule "A" and marked as Parcels "95-1" and "95-2" and shown outlined in red on the plan marked Schedule "B", both Schedules being attached to and forming part of the report and recommendation, at no cost, and to authorize the Minister of Natural Resources to execute such documents as may be necessary to achieve the purpose of this Order.

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated May 24, 1996, pursuant to clause 16(1)(c) of Chapter 114 of the Revised Statutes of Nova Scotia, 1989, the Crown Lands Act, is pleased to approve Petition No. 35462 and to transfer to Her Majesty the Queen in right of Canada, the administration and control of a parcel of Provincial Crown land being land covered by water containing an area of 11 hectares, more or less, situate at Saulnierville, Digby County, for marine and related purposes and to clarify ownership of undimensioned lands disposed of by Order in Council No. 8, dated February 6, 1888, the said parcel of Provincial Crown land being more particularly described in Schedule "B" and marked as Parcel 95-1 and shown outlined in red on the plan marked Schedule "C", both Schedules attached to and forming part of the report and recommendation, and to authorize the Minister of Natural Resources to execute such documents as are necessary to achieve the purpose of this Order.

      (a) appoint Susan Ashley of Wolfville, Kings County, as member and Vice-chair of the Labour Relations Board (Nova Scotia) and as member and Vice-chair of the Construction Industry Panel, for a three-year term, both appointments to be only for the time and for matters in respect of which Peter Darby or Bruce Archibald is unavailable to serve as Chair or Vice-chair, as the case may be; and
      (b) fix the remuneration of Susan Ashley at $300 per day for each day she attends at a meeting of the Labour Relations Board or the Construction Industry Panel as Vice-chair.

      (a) the service of the full-time employees of the Waterfront Development Corporation, be deemed to be and to have been service in the public service of Nova Scotia;
      (b) the service of such employees prior to April 1, 1996, be recognized as pensionable service provided that there is paid into the Public Service Superannuation Fund an amount or amounts equal to the actuarial cost of such service as determined by the Minister of Finance;
      (c) such employees be covered under the Province of Nova Scotia Group Life Assurance Plan, Policy No. ST50976 and Consolidated Health Plan and the Group Accidental Death and Dismemberment Plan, Policy No. 6990949; and
      (d) the employer's cost of the contributions to the pension plan in respect of service after April 30, 1996, and premiums payable pursuant to clause (c) of this order be paid by the Waterfront Development Corporation.

(i) to be approved by staff of the Department of Natural Resources and contain the same area of lands or less, at the same location as leased in the former Crown leases;

(iii) to be subject to the terms and conditions set forth in Schedule "C"; and
(iv) to be in form attached as Schedule "D", or to like effect, all Schedules attached to and forming part of the report and recommendation;

      (b) authorize the Minister of Natural Resources to issue leases of Crown land containing one (1) acre [4040 square metres], more or less, on land acquired by the Crown to persons whose camp was in existence on the lands, were authorized by the former landowner and were acknowledged by the Crown, prior to the acquisition of the lands by the Crown, for the purpose of hunting and fishing camps or other like purposes, said leases:

(i) to lease only those lands on which the camp was located at the time of the acquisition by the Crown;
(ii) to be subject to the Campsite Lease Policy or any revisions thereof, attached as Schedule "B";
(iii) to be subject to the terms and conditions set forth in Schedule "C"; and

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated June 6, 1996, pursuant to Section 113(1) of Chapter 504 of the Revised Statutes of Nova Scotia, 1989, the Wildlife Act, is pleased to amend the Guide Regulations made by Order in Council 87-1182, dated September 29, 1987, in the manner set forth in Schedule "A" attached to and forming part of the report and recommendation, the amendments to be effective on, from and after July 1, 1996.

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated June 7, 1996, pursuant to clause 7(a) of Chapter 114 of the Revised Statutes of Nova Scotia, 1989, the Crown Lands Act, is pleased to:
      (a) authorize the Minister of Natural Resources to purchase on behalf of Her Majesty the Queen in right of the Province of Nova Scotia, a parcel of land containing approximately 6± acres [2.4± hectares], subject to survey, situated at Cherry Hill Beach, Lunenburg County, from Armand Degrenier and his wife, Susan Morrison, together with any interest that they may have in Cherry Hill Beach for the purchase price of $65,000.00; this land being more fully shown outlined in red on the plans designated Schedules "A", "B" and "C" attached to and forming part of the report and recommendation; and
      (b) authorize the Minister of Natural Resources to prepare and have executed such documents as may be required to effect this purpose.

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated June 7, 1996, pursuant to clause 16(1)(a) of Chapter 114 of the Revised Statutes of Nova Scotia, 1989, the Crown Lands Act, is pleased to approve the issuance of a grant or deed by the Minister of Natural Resources to convey a parcel of Crown land containing an area of approximately 5,000 square feet [465 square metres], more or less, situate at Catamaran Pond, in Halifax, Halifax Regional Municipality, and shown outlined in red on the plan marked Schedule "A" attached to and forming part of the report and recommendation, to Carol Rose Daigle and Lorne Cecil Bulmer, both of Halifax, Halifax Regional Municipality, as joint tenants and not as tenants in common, for the consideration of approximately $1,250.00 with the exact amount to be determined by multiplying the square footage [land area], as determined by a survey, by the per square foot value of $0.25 [$2.691 per square metre], and to authorize the Minister of Natural Resources to execute such documents as may be necessary to achieve the purposes of this Order.

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated June 7, 1996, pursuant to clauses 7(a) and (c) and clause 16(1)(a) of Chapter 114 of the Revised Statutes of Nova Scotia, 1989, the Crown Lands Act, is pleased to:
      (a) subject to the terms and conditions outlined in paragraph (b), authorize the conveyance by deed or grant of a lot of Crown land containing approximately 1.03 acres± [4170 square metres±] situate at Battery Point, Main-a-Dieu, Cape Breton Regional Municipality, to John D. MacDonald, this Crown land being more fully shown outlined in green on the plan marked Schedule "A" attached to and forming part of the report and recommendation;
      (b) in exchange for the Crown land noted in paragraph (a), accept on behalf of Her Majesty the Queen in right of the Province of Nova Scotia from John D. MacDonald, the reconveyance of a lot of land containing approximately 2.5 acres± [10,100 square metres±] situate at Main-a-Dieu Beach, Cape Breton Regional Municipality, being more fully shown outlined in red on the plan marked Schedule "B" attached to and forming part of the report and recommendation, subject to the condition that John D. MacDonald be able to certify title to this land in a manner deemed sufficient by the Department of Justice; and

The Governor in Council on the report and recommendation of the Minister of Natural Resources dated June 13, 1996, and pursuant to clause 16(1)(b) of Chapter 114 of the Revised Statutes of Nova Scotia, 1989, the Crown Lands Act, is pleased to:
      (a) approve Petition No. 35502 to convey a right of way to Louis F. Pau of Alvsjo, Sweden, in common, over Crown lands situate at Moosehorn Lake, Region of Queens Municipality, the general location of which is shown outlined in green on the plan marked Schedule "A" attached to and forming part of the report and recommendation, on condition, inter alia, that the cost of maintaining and repairing the right of way be borne by the Petitioner;
      (b) the right of way is to be a width of 66 feet [20 metres] and the consideration is to be $200.00 per acre [$494.21 per hectare] for the area of the right of way granted, provided that if the area is less than one acre [4047 square metres], the minimum charge will be $200.00; and
      (c) authorize the Minister of Natural Resources to execute a Right of Way Easement or such other documents as he may deem necessary to achieve the purpose of this Order.

      (a) authorize the Province to enter into an Agreement with ACF Equity Atlantic Inc. to provide venture capital funding to the Atlantic Provinces;
      (b) authorize the investment of Three Million Eight Hundred Ninety Thousand Dollars ($3,890,000.00) in ACF Equity Atlantic Inc. in accordance with the agreement substantially in the form of Sehedule "A", attached to and forming part of the report and recommendation;
      (c) charge to the Free Balance of the Industrial Expansion Fund the sum of Three Million Eight Hundred Ninety Thousand Dollars ($3,890,000.00) for the proposed financial assistance;
