Note: In some of these Orders In Council, mention is made of a physical
measurement, usually a length or distance, or an area, which is given in
Imperial units, the measurement system in general use in Canada in 1955,
when these OICs were written.

The Imperial system was abandoned in the 1970s, and these obsolete
units of measure are now unfamiliar to a considerable proportion of the
population.  As time goes by, more and more people will be uncertain of
the correct interpretation or translation of Imperial into modern measures.
To assist the reader's understanding, where Imperial measures occur in
the text, immediately following I have inserted, in [square brackets] the
modern equivalent.  For example, 2¼ inches [5.7 cm].

It should be understood that these insertions are not part of the original text.
Any errors in these conversions are my responsibility.

The Governor in Council on the report and recommendation of the Chairman of the Nova Scotia Power Commission dated the 21st day of November, A.D. 1955, and pursuant to the provisions of the Power Commission Act and the Rural Electrification Act, is pleased to approve:

Of the construction, installation and putting into operation of an extension of 0.65 miles [1.05 km] to serve certain residents in the vicinity of West Mabou Harbour in the County of Inverness to be known as the Rocky Ridge Road Extension at an estimated capital cost of $1,787.00 for the existing potentials, being the equivalent of 3 contracts of domestic classification;

Of the determination by the Nova Scotia Power Commission that in the proposed extension there are at least four potential domestic classification customers, or the equivalent, per mile and that the said Commission has obtained an average of three contracts of domestic classification, or equivalent, per mile;

Of the Nova Scotia Power Commission contracting from time to time at its standard rates with any person, firm or corporation for the sale of power or energy from the said extension.

Of the determination by the Nova Scotia Power Commission that on the Broad Cove Banks Extension so augmented, there are at least four potential domestic classification customers, or the equivalent, per mile and that the said Commission has obtained an average of three contracts of domestic classification, or equivalent, per mile;

Of the Nova Scotia Power Commission contracting from time to time at its standard rates with any person, firm or corporation for the sale of power or energy from the said extension.

Of the construction, installation and putting into operation of an extension of 0.60 miles [0.97 km] to serve certain residents in the vicinity of Monk Road in the County of Lunenburg to be known as Upper Branch Addendum "B" which is equivalent to 2 of domestic classification, and of about $1652. when the remaining potential has been acquired as a customer;

Of the determination by the Nova Scotia Power Commission that on the Upper Branch Extension, so augmented, there are at least four potential domestic classification customers, or the equivalent, per mile and that the said Commission has obtained an average of three contracts of domestic classification, or equivalent, per mile;

Of the Nova Scotia Power Commission contracting from time to time at its standard rates with any person, firm or corporation for the sale of power or energy from the said extension.

The Governor in Council on the report and recommendation of the Chairman of the Nova Scotia Power Commission dated the 21st day of November, A.D. 1955, and pursuant to the provisions of the Power Commission Act and the Rural Electrification Act, is pleased to approve:

Of the construction, installation and putting into operation of an extension of 5.50 miles [8.86 km] to serve certain residents in the vicinity of Upper S. W. Mabou in the County of Inverness to be known as St. Ninian Extension Addendum "B" at an estimated initial capital cost of $13,300.00 for the present 18 contracts of domestic classification, or equivalent, and of about $13,700.00 when the remaining 4 potentials become actual customers;

Of the determination by the Nova Scotia Power Commission that on the St. Ninian Extension, so augmented, there are at least four potential domestic classification customers, or the equivalent, per mile and that the said Commission has obtained an average of three contracts of domestic classification, or equivalent, per mile;

Of the Nova Scotia Power Commission contracting from time to time at its standard rates with any person, firm or corporation for the sale of power or energy from the said extension.

Of the determination by the Nova Scotia Power Commission that on the Margaree Forks Side Roads Extension, so augmented, there are at least four potential domestic classification customers, or the equivalent, per mile and that the said Commission has obtained an average of three contracts of domestic classification, or equivalent, per mile;

Of the Nova Scotia Power Commission contracting from time to time at its standard rates with any person, firm or corporation for the sale of power or energy from the said Extension.

The Governor in Council on the report and recommendation of the Chairman of the Nova Scotia Power Commission dated the 21st day of November, A.D. 1955, and pursuant to the provisions of the Power Commission Act and the Rural Electrification Act, is pleased to approve:

Of the construction, installation and putting into operation of an extension of 1.60 miles [2.58 km] to serve certain residents in the vicinity of Red River, near Pleasant Bay, in the County of Inverness to be known as Dingwall Extension Addendum "E" at an estimated capital cost of $3,796.00 for the 4.5 contracts of domestic classification, or equivalent, the same being all the potential customers now present on the said extension;

Of the determination by the Nova Scotia Power Commission that on the Dingwall Extension, so augmented, there are at least four potential domestic classification customers, or the equivalent, per mile and that the said Commission has obtained an average of three contracts of domestic classification, or equivalent, per mile;

Of the Nova Scotia Power Commission contracting from time to time at its standard rates with any person, firm or corporation for the sale of power or energy from the said extension.

The Governor in Council on the report and recommendation of the Chairman of the Nova Scotia Power Commission dated the 21st day of November, A.D. 1955, and pursuant to the provisions of the Power Commission Act and the Rural Electrification Act, is pleased to approve of the installation of a transformer and step voltage regulators to the combined transmission and distribution line between the Antigonish receiving station and the Barrie Brook generating station at an estimated cost of $10,800.00, chargeable to the Capital Account of the Antigonish System.

Whereas the Governor in Council on the report and recommendation of the Chairman of the Nova Scotia Power Commission dated the 21st day of November, A.D. 1955, is satisfied under the provisions of the Rural Electrification Act, that the Nova Scotia Light and Power Company, Limited, a public utility, has obtained after the addition of the Butler Road Addition of 0.6 miles [0.97 km] (addendum "G") to the South Alton - Canaan Extension, Contract No. 96, an average of not less than three contracts per mile, or the equivalent thereof in connection with the said rural electric extension, and is further satisfied that there is at least an average of four potential customers per mile in connection with the said rural electric extension;

Now therefore the Governor in Council is pleased to authorize the Provincial Secretary to execute and deliver a contract, in the form accompanying the said report, between Her Majesty the Queen and Nova Scotia Light and Power Company, Limited, for the payment from the Consolidated Revenue Fund of the Province of part of the cost of serving the said electric extension.

The Governor in Council on the report and recommendation of the Minister of Lands and Forests dated the 22nd day of November, A.D. 1955, is pleased to approve of Petition No. 28899 for a lease of a small island situate in the southern end of Island Lake, in the County of Halifax and containing approximately one and three quarter acres [0.7 hectares], to Frank E. Smeltzer of Boutilier's Point, in the said County, for the purpose of a camp site; and to order that a lease of the said island be granted to the said Frank E. Smeltzer for a term of ten years, at a rental of $70.00 for the said term, payable in advance, in addition to the cost of survey.

The Governor in Council on the report and recommendation of the Provincial Secretary dated the 5th day of December, A.D. 1955, is pleased to determine the salary of Miss Joan Covey, Clerk of the Board of Commissioners of Public Utilities at $2,880.00 per annum, effective the 1st day of December, A.D. 1955.

The Governor in Council on the report and recommendation of the Provincial Secretary dated the 29th day of November, A.D. 1955, is pleased to approve of the change of name of G. B. Jollimore Limited to Cantic Corporation Limited.

The Governor in Council on the report and recommendation of the Provincial Secretary dated the 24th day of November, A.D. 1955, and pursuant to the provisions of Section 57 of Chapter 64 of the Revised Statutes, 1954, the Credit Union Act, is pleased to approve of the dissolution of Fairview Credit Union Limited by the Registrar of Credit Unions.

The Governor in Council on the report and recommendation of the Minister of Trade and Industry dated the 23rd day of November, A.D. 1955, and pursuant to the provisions of Section 2 of the Industrial Loan Act, is pleased to lend to E. C. Crowell, Port LaTour, a sum not exceeding $9,000.00 for the purpose of establishing a bait freezer and storage building and purchase of buildings for the expansion of his fish processing business, subject to the following terms and conditions:

(1) That the Province obtain a real property mortgage and chattel mortgage of the land, buildings, machinery and equipment now owned by Mr. Crowell or subsequently acquired;

(2) That life insurance on life of Mr. Crowell of an amount at least equal to one half of the amount of the loan be assigned to the Province;

(3) That all fire insurance policies on fixed assets be deposited with the Province and the interest of the Province endorsed thereon;

(4) That the loan be repaid over a period of 6 years with interest at the rate of 4½ per centum per annum;

and such other terms and conditions as the Minister of Trade and Industry considers necessary or advisable to secure the repayment of the said loan.

The Governor in Council on the report and recommendation of the Minister of Trade and Industry dated the 23rd day of November, A.D. 1955, and pursuant to the provisions of Section 2 of the Industrial Loan Act, is pleased to lend to Larsen's Wholesale Limited, Berwick, a sum not exceeding $36,000.00 for the purpose of making additions to the buildings of the company and purchasing machinery and equipment, subject to the following terms and conditions:

(1) That the Province obtain a real property mortgage and chattel mortgage of all the lands, buildings, machinery and equipment now owned by the company or subsequently acquired;

(2) That life insurance on the life of the President of the Company, Mr. H. D. Larsen, in the amount of $15,000.00 be assigned to the Province;

(3) That all fire insurance policies on fixed assets of the company be deposited with the Province and the interest of the Province endorsed thereon;

(4) That the loan be repaid over a period of 10 years with interest at the rate of 4½ per centum per annum;

and such other terms and conditions as the Minister of Trade and Industry considers necessary or advisable to secure the repayment of the said loan.

The Governor in Council on the report and recommendation of the Minister of Municipal Affairs dated the 28th day of November, A.D. 1955, is pleased to authorize the said Minister to pay from time to time to the Town of Dartmouth out of the Building Fund, provided by the Municipal Loan and Building Fund Act, sums aggregating $50,000.00 as a grant toward the cost of construction of a junior high school in the said Town.

The Governor in Council on the report of the Provincial Secretary and the recommendation of the Civil Service Commissioner dated the 29th day of November, A.D. 1955, is pleased to authorize the Civil Service Commission to appoint Arthur Herbert Abbott as an Engineer, Group I(a), Department of Highways, at the initial salary of $3,864.00 per annum, effective the 14th day of November, A.D. 1955, in accordance with Section 35, sub-sections 1 and 2 of the Civil Service Act.

The Governor in Council is further pleased to order that the said schedule, as amended, be effective the 1st day of January, A.D. 1956, and is further pleased to authorize the said Board of Governors to make adjustments in the salaries of existing staff of the Technical College to the new schedule in such manner as the Board deems best.

The Governor in Council on the report and recommendation of the Minister of Public Welfare dated the 7th day of November, A.D. 1955, is pleased to authorize the said Minister to execute an agreement, in the form attached to and forming part of the said report and recommendation, with the Government of Canada in respect to the payment of old age assistance to be effective on and from the 1st day of January, A.D. 1956.

The Governor in Council on the report and recommendation of the Minister of Agriculture and Marketing dated the 1st day of December, A.D. 1955, is pleased to order that clause (d), of Section 4 of Regulation 49 of the Regulations Respecting the Grading, Packing, Inspection and Sale of Fruits and Vegetables, made by Order in Council dated the 7th day of June, A.D. 1954, be revoked and the following substituted therefor:

"(d) of minimum diameter 2¼ inches [5.7 cm] and maximum diameter of 4 inches [10.2 cm], except that in the case of long shaped varieties the minimum diameter shall be 2 inches [5.1 cm]."

The Governor in Council on the report and recommendation of the Minister of Trade and Industry dated the 6th day of December, A.D. 1955, is pleased to authorize the said Minister to enter into an agreement with Annapolis Valley Peat Moss Company Limited in respect of sums of money outstanding on a loan made pursuant to an Order in Council dated the 10th day of May, A.D. 1951; such new agreement to contain the following terms and conditions:

(1) That at the time such an agreement is entered into the Company pay to the Province the interest outstanding on the said loan at the rate of interest now in effect, together with the sum of $2,819.63 with respect to principal;

(2) That the balance of the loan amounting to $36,000.00 be repaid by the Company paying to the Province nine annual instalments of $4,000.00 together with interest at the rate of 4½ per centum per annum on principal from time to time outstanding, such repayments of principal and interest to be paid on 30th November of each year, the first such repayment of principal and interest to be paid on 30th November, A.D. 1956;

(3) Such other terms and conditions as he considers advisable.


The Governor in Council is further pleased to authorize the said Minister to alter such existing agreements, mortgages, chattel mortgages and other instruments whatsoever relating to the said loan, or, if necessary, to execute new agreements, mortgages, chattel mortgages and other instruments whatsoever relating to the said loan, in accordance with the terms and conditions herein stated.

The Minister of Public Health in a report dated the 28th day of November, A.D. 1955, states:
      That Dr. Rolf Sers has been subsidized in his practice in and around the community of Goldboro, Guysboro County, during the past three years on the basis that there was insufficient income from practice to properly support a physician in the area;
      That conditions have not changed in this community and the community is very well satisfied with the services given by Dr. Sers;
      The Minister of Public Health therefore recommends that the bonus in the amount of $100.00 per month paid through the Department of Public Health be continued for a further year effective the 1st day of January, A.D. 1956, provided that Dr. Sers remains and practices in the Goldboro area.

The Governor in Council is pleased to approve of the said report and recommendation and to order in accordance therewith.

Whereas the Governor in Council on the report of the Chairman of the Nova Scotia Power Commission dated the 21st day of November, A.D. 1955, is satisfied under the provisions of the Rural Electrification Act, that Cobequid Power Company Limited, a public utility, has obtained an average of not less than three contracts per mile, or the equivalent thereof, in connection with a rural electric extension in the vicinity of Earltown, in the County of Colchester, and is further satisfied that there is at least an average of four potential customers per mile in connection with the said rural electric extension;
      Now therefore the Governor in Council is pleased to authorize the Provincial Secretary to execute and deliver a contract, in the form accompanying the said report, between Her Majesty the Queen and Cobequid Power Company Limited, for the payment from the Consolidated Revenue Fund of the Province of part of the cost of serving the said electric extension.

Automobiles (Passenger cars) and Commercial Vehicles of registered weight of 6,000 lbs. [2700 kg] or less, a supplementary book of 10 tickets at $2.50 per book valid only when issued for a vehicle for which a commutation book of 25 tickets, $6.25, had previously been issued within the current calendar month. The tickets in this supplementary book are valid only within the calendar month of issue and only when detached from the said book by the toll collector.
